Welcome to the City of Paterson, New Jersey!

Paterson is a city in Passaic County, New Jersey, United States. As of the United States 2000 Census, the city population was 149,222. Census population projections indicate a population of 148,708 as of 2006, making it New Jersey's third largest city. It is the county seat of Passaic County. Paterson is known as the "Silk City" for its dominant role in silk production during the later 19th century.

The City of Paterson Municipal Council was created as a result of a 1974 decision to change its form of government from a 1907 statute-based form, to a Faulkner Act Plan-D Mayor-Council Form.

The 1907 statute-based form consisted of various boards. A Board of Aldermen, Board of Finance, Board of Health, Board of Public Works, Board of Fire and Police Commissioners.

The Mayor-Council plan consisted of a Mayor and Nine (9) Council members, Six (6) of the members that sit on the Municipal Council represent the Six Wards of the City. The three (3) remaining members are members At-Large. The Municipal Council has the responsibility of reviewing and approving Municipal legislation.

Under the Mayor-Council plan, the Mayor is the chief executive and is responsible for administering the City's activities. The Mayor is elected for a four (4) year term by the citizens and is responsible for them. His function includes enforcing the charter and the ordinances and laws passed by the City Council. The Mayor appoints all department heads including the business administrator, with the advise and consent of the Council He may also remove and or all department heads after giving them notice and an opportunity to be heard.

With the assistance of the business administrator, the Mayor is responsible for preparation of the municipal budget. He submits the budget to the Council along with a detailed analysis of expenditures and revenues. The Council may reduce any item or items in the budget by a majority vote, but can only increase an item by a two-thirds vote.

Economic Development

The Division of Economic Development is responsible for establishing Paterson as an economic engine in the Northern New Jersey region in order to enhance the quality of life for all who live, work and play in the city.  Working with the Mayor, his administration and the City Council, the Division is responsible for developing an economic vision for a sustainable and prosperous Paterson.
 
The Urban Enterprise Zone program is part of the Division of Economic Development.  The Urban Enterprise Zone Program was created in 1983 and exists to foster an economic climate that revitalizes urban communities.  The program works to stimulate growth in the City by encouraging businesses to develop and create private-sector jobs through public and private investment. 
 
 

 

Finance

The Director of Finance shall be the Chief Financial Officer and may also serve as the City Treasurer. The director is the head of the department and, as such, shall supervise and direct all of the operations within the Department of Finance. Additionally, the acting Finance Director serves as the Custodian of School Funds.

The Department of Finance encompasses the centralized municipal finance organization. It provides the framework for the financial support of the City departments and statutory agencies and also assists in providing cost effective services to the taxpayers.

The major financial functions of the department include tax assessment, tax collection, accounting, treasury management, internal auditing, debt management and various billing functions such as sewer fees and ambulance fees. The Chief Financial Officer is responsible for general financial matters such as bond issuance, investments and revenue analysis, to name a few.

The financial functions as well as the responsibilities of the Chief Financial Officer are performed and implemented with the assistance of six divisions.

Fire Division

The Paterson Fire Division, under the command of Chief Postorino, operates with a 252 work force to prevent and combat the destructive forces of fire. Fire destroys not only property but lives as well, and the Division, subscribing to the philosophy that prevention is the best line of defense, maintains a forceful program of public safety education with the use of our mobile fire safety smokehouse during school functions and community gatherings throughout the year. Fire prevention inspections are also a daily function of the Fire Division Combustible Bureau along with the fire investigation duties after a fire has been abated. These investigations help determine the causes of fire as well as ways to avoid certain types of fires in the future. The bureau is responsible for over 4000 inspections of businesses and industries and has conducted over 365 fire investigation this year.

The Division has a fleet of 61 vehicles which include 7 pumper companies, 3 aerial ladder companies, a self contained breathing apparatus mobile cascade vehicle, and various support vehicles, all of which are maintained by our mechanic shop. The division operates out of 7 Fire stations that are manned 7 days a week, 24 hours a day.

Last year the Communications Bureau of the Fire Division dispatched apparatus over 45,223 times. This equates to a piece of fire equipment on Paterson's streets 124 times per day. Firefighters have responded to 330 major structure fires, 217 vehicle fires and 346 fires comprising of trash, vegetation, explosions or other burning material. Additionally, the Division has responded to 1817 false or malfunctioning alarms, 536 gas or electric incidents, 1205 smoke investigation/non-fires and 858 rescue or assist calls.

Training is an important and continual function of the Fire Division and has become all the more strategic due to recent Federal and State mandates. Hazardous materials and Occupational Safety and Health Administration (O.S.H.A.) regulations have made continuous education a safety requirement for all firefighters.

Since 1970, the Paterson Fire Division has operated the Emergency Medical Service for the City of Paterson. We have 4 ambulances staffed 24 hours a day, 7 days a week by New Jersey Certified Emergency Medical Technicians. We have been one of the few Fire Divisions who have maintained a Basic Life Support Ambulance service for almost thirty years. Chief Postorino has now taken the next step by beginning the First Responder program. New recruits along with a large number of veteran firefighters have been certified as E.M. T:s. This will allow us to expand the services that the Division provides and increase the productivity of the Division. We have recently added Automatic Defibrillators to the Division's arsenal against heart attacks. At present our E.M.S. responds to over 25,000 incidents per year.

The mission of the Department of Health & Human Services is to serve the citizens of Paterson with dignity & respect throughout all DHHS programs and services.

Each Division of the Department of Health & Human Services has a purpose & through the delivery of programs & services will ensure the mission of the Department is achieved.

Legal Department

The Department of Law, created pursuant to TCOP 5-68 et seq., is the legal advisor to the Mayor, Municipal Council and all City departments, boards, commissions, authorities or agencies except as otherwise provided by ordinance. Independent authorities or commissions such as the Housing Authority, Parking Authority, Board of Adjustment and Planning Board are represented by separate counsel not under the auspices of the Department of Law. The Director of the Department of Law is known as the Corporation Counsel. The Corporation Counsel is charged with enforcing all laws and protecting the interests of the City, as well as prosecuting and defending actions and proceeding by and against the City and every City department. Among the wide ranging duties of the Corporation Counsel are:

  1. Advising the Council committees and City officials upon all legal questions arising in the conduct of City business
  2. Preparing or revising ordinances when requested by the Council or any committee thereof.
  3. Rendering opinions on legal matters or questions submitted by the Council, its committees or any City officer.
  4. Personally or by representative attending all City Council meetings for the purpose of giving legal advise.
  5. Preparing all contracts and instruments to which the City is a party and approving all bonds to be submitted by the city.
  6. Preparation of all charges and complaints and appearances in court and the prosecution of persons charged with violations of a City ordinance, statute, rule or regulation.
  7. Reporting on the outcome of litigation to the Council, the Mayor and any City official habing control of the subject matter of that litigation.

All of the departments and divisions within the City are advised by members of the Corporation Cousel's staff. In addition, members of that staff, under the direction of a Chief Municipal Prosecutor, prosecute all cases in the Paterson Municipal Court on behalf of the City.

In addition to those matters which are handled in-house, pursuant to TCOP 5-72, the City retains certain outside counsel. These outside counsel include attorneys handling the defense of tort claims and workers compensation actions, special labor counsel and bond counsel. These outside counsel report to and interface with members of the Corporation Counsel's staff.

In New Jersey, the Municipal Clerk occupies one of the most important and exacting positions in municipal government. In many instances it is the hub of municipal operations. The clerk, by virtue of his/her position, serves taxpayers and acts as a liason officer between the executive and the general body of municipal personnel. The municipal clerk is an important public relations figure in the municipal organization. It is often said the clerk is expected to know everything about the operations of the municipality and about how to accomplish what needs to be done.
Due to various types and structures of municipalities, it is difficult to outline all the duties and responsibilities imposed upon municipal clerks by governing bodies of individual municipalities. These duties are generally outlined in specific ordinances or municipal codes. In addition to the duties imposed by statute and ordinance, there are those established by custom. These duties vary from municipality to municipality. While they are not regarded as legally imposed responsibilities, many are highly important to the successful administration of municipal affairs.
Chief among these is the obligation of the municipal clerk to the governing body. The Clerk is to provide the governing body with the necessary information and background material on those matters requiring its attention. The adequacy and comprehensives of this material will enable the members of the governing body, whose service is part-time in varying degrees, to act more knowledgeably on matters requiring their attention and formal disposition. Among the many duties of the Municipal Clerk are:
  • Act as secretary to the municipal corporation and as custodian of the municipal seal and of all minutes, books, deeds, bonds, contracts and archival records of the municipal corporation. The governing body may provide by ordinance for the other offers to have custody of specific classes of record.
  • Act as secretary of the governing body, prepare meeting agendas at the discretion of the governing body, be present at all meetings of the governing body, keep a journal of the proceedings of every meeting, retain the original copies of all ordinances and resolutions, and record the minutes of every meeting.
  • Serve as chief administrative officer in all elections in the municipality, subject to the requirements of Title 19.
  • Serve as the administrative officer responsible for accepting applications for licenses and permits, and issuing licenses and permits, except where statute or ordinance delegates that function to another.
  • Serve as coordinator and records manager responsible for implementing local archives and records retention programs as required by Title 47.
  • Perform other duties currently or in the future mandated by statute, regulation or local ordinance.

Municipal Court

The Paterson Municipal Court is considered a court of limited jurisdiction, having responsibility for motor vehicle and parking tickets, minor criminal-type offenses (for example, simple assault and bad checks), municipal ordinance offenses (such as dog barking or building code violations) and other offenses. Many serious criminal cases, such as robbery, auto theft, or assault, start out as complaints filed in the Municipal Court but those cases are transferred to the Superior Court located at the county courthouse. Under the guidelines prescribed by both the New Jersey Rules of Court and the Administrative Office of the Courts, the Paterson Municipal Court is responsible for both the processing and disposition of all traffic summonses, criminal complaints and city ordinance violations cited within the City of Paterson.

The Paterson Municipal Court provides twenty three court sessions each week for trials and arraignments. There are twenty daily sessions and three evening sessions. There are also a special first appearances (traffic arraignments) domestic violence sessions, and driving while intoxicated sessions scheduled weekly.

The Court also provides the community with a forum for fair and impartial resolution of disputes arising between neighbors, family members and local business owners. Pursuant to regulations promulgated by the Administrative Office of the Courts, Paterson Municipal Court provides trained mediators to assist with these complaints. The Mediators seek to resolve disputes by encouraging discussion between the parties to help them reach an agreement they can both accept, without pursuing a matter through the courts to trial and conviction.

The Court's five Judges also perform marriage ceremonies and on a rotating basis are available 24 hours per day for restraining orders, search warrants and bails.

The Court has 45 full and part-time employees under the supervision of the Presiding Judge. There are four additional Judges, all of whom are appointed pursuant to City Ordinances. There is one Court Director who is responsible for all administrative functions of the Court; one Court Administrator, who is responsible for overseeing the issuance and jurating of all complaints and warrants, as well as supervision of employees; one Violations Clerk whose responsibility is to supervise the cashiers, bookkeepers and employees assigned to traffic matters.

In addition, there are seven (7) deputy court administrators whose primary duties are to assist in Court sessions and prepare a log of court proceedings. There are seven (7) cashiers whose primary responsibility is to receipt all payments made to the Court; and one bookkeeper who is responsible for reconciling all court accounts on a daily basis.

The Authority is a public body politic and corporate, organized and existing under the parking authority law. Constituting chapter 198 of the pamphlet laws of 1948, of the State of New Jersey, approved July 2, 1948, as amended and supplemented (The "Act") and created by virtue of an ordinance of the Board of Public Works of the City of Paterson adopted on October 7, 1948. Pursuant to the above referenced ordinance, the City of Paterson has granted the Authority with the exclusive right to operate all city owned parking facilities.

The Authority was created for the purpose of acquiring, constructing, maintaining and operating parking facilities to alleviate traffic congestion caused by excessive parking on the streets of the city and to improve the movement of traffic in the city.

The Authority owns and operates 13 off-street parking facilities of which 4 are leased by the Authority and 9 are owned by the Authority. 3,068 parking spaces are provided by the aforesaid sites and parking garages. The authority owns approximately 800 parking meters on streets, but the city owns the stanchions upon which they are placed along the streets in the city and the city fixes meter rates. Revenues from the street parking meters go to the Authority and parking fines are revenue for the city.

The Authority is governed by a Board consisting of seven commissioners.

A major strength of the Museum lies in its varied collections, including local archaeology, history, and mineralogy. Paterson has been the birthplace or springboard of many innovators and inventors such as John Holland -"Father of the modern submarine," Sam Colt - who perfected the repeating cylinder revolver, and John Ryle - "Father of the silk industry."

History of The Paterson Museum
 
The Paterson Museum was organized in 1925 by the City of Paterson Library's Board of Trustees. The Museum began it's operations in the assembly room of the Danforth Public Library with a display of natural history items that had been donated to the library by local residents.
 
In 1927, the collections were moved to the carriage house of former Paterson mayor and philanthropist Nathan Barnert. The house was located on Summer Street next to the Danforth Library.
 
Over the years, the Museum's collections grew in size and scope, and additional space was needed. This need was met in 1982 when the Museum was relocated into the restored Thomas Rogers Locomotive and Machine Shop (c. 1873) at the corner of Market Street and Spruce Street, in the heart of the Great Falls National Historic Landmark District. The nationally famous Great Falls of the Passaic, provides a unique backdrop for our exhibits.
